I really do applaud him for this. For others I'm sure he is considered an enemy of the Church.

Pelosi attended the morning Mass marking the feasts of St. Peter and St. Paul, during which Francis bestowed the woolen pallium stole on newly consecrated archbishops. She was seated in a VIP diplomatic section of the basilica and received Communion along with the rest of the congregants, according to two people who witnessed the moment.
Pelosi’s home archbishop, San Francisco Archbishop Salvatore Cordileone, has said he will no longer allow her to receive the sacrament in his archdiocese because of her support for abortion rights. Archbishop Cordileone has said Pelosi must either repudiate her support for abortion or stop speaking publicly of her Catholic faith.
Francis has strongly upheld the church’s opposition to abortion, and on Wednesday said church leaders must “continue to care for human life.” But in his homily, Francis also instructed the new archbishops to welcome everyone into the church, including sinners, and to not “remain pinned to some of our fruitless debates.”

“So many times we become a church with open doors, but only to send people away, to condemn them,” he said.

I sincerely hope this makes people understand the difference between Catholic Church and Vatican State.
The difference between the two is overwhelming. Completely different things.
RCC is the universal Church, the dioceses all over the world. And each bishop administers a diocese.
The Vatican is an independent State, as Liechtenstein is.

For instance, Archbishop Cordileone decided to deny N.P. the Holy Communion.
But the Pope, who is the head of State of Vatican City, did give her the Holy Communion.
I hope this example make people understand the difference between these two entities.

And by the way, she can receive the Holy Communion anywhere in the US (but SF). She does not need to go to Vatican City.

Francis is the Bishop of the See of Rome; the Vatican is an independent city state and is the jurisdiction of the Pope in his role as the bishop of Rome.
