God is in control, what does that mean?

In what way? Which verses ? Does he micro manage absolutely everything? even me typing this ? Or did he give dominion to exercise freewill ?
I do not believe that God micromanages anything, because as you said, God gave humans dominion over the world and He gave us free will... But how free we are is debatable, and free will is constrained by many factors.

Then there is also fate and predestination and that is another subject. If God determines our fate, how free are we?

To say that God is "in control" means what Baha'u'llah wrote, that the world and all that is therein is held firmly in the grasp of God's Will.

“Say: O people! Let not this life and its deceits deceive you, for the world and all that is therein is held firmly in the grasp of His Will. He bestoweth His favor on whom He willeth, and from whom He willeth He taketh it away. He doth whatsoever He chooseth.” Gleanings, p. 209

Sure we have free will, but God can override anything we might decide to do at the drop of a hat, because God is all-powerful.

“God witnesseth that there is no God but Him, the Gracious, the Best-Beloved. All grace and bounty are His. To whomsoever He will He giveth whatsoever is His wish. He, verily, is the All-Powerful, the Almighty, the Help in Peril, the Self-Subsisting.”
