A preferred method is to require that developers of new residential
buildings donate a percentage of units to the city in exchange for
permission to build.

And the city rents it out to low-income tenants? Is it affordable, and do they have enough units available to accommodate everyone who might need it?

They meet only a teensie fraction of demand for cheap housing.
Putting low income tenants in million dollar units is for show.

So it sounds like some kind of pointless boondoggle.
It's good PR....
- Make developers give up something of value in exchange for permission to build.
- A couple swanky low income housings enter the market.
- People feel good about something being done.

If you already have house on a lot, you could add on an
apartment to rent out, or install your aged mother-in-law, Bertha.

I have something like that.....a separate one bedroom house on
the same lot. Oddly, under Michiganistanian law, it adds almost
nothing to the appraised value, despite it's earning much more
rent than my property taxes. I get paid to live here.
(I live outside the city limits, so no trouble from them.)

Oh...in this part of the world, they are mother-in-law apartments or garage apartments.....but a rose by any other name.....

"Mother-in-law" apartment would never appear in the text of a law here.
It speaks to a particular family relationship, & such a suggestion of
restriction would violate fair housing laws if it were adopted in common
leasing parlance. And yes, our real estate licensing law has been that
persnickety at times. I recall that in continuing education for my broker
license that one year we were prohibited from using these discriminatory
terms (adversely affected group in parentheses)....
Family room (singles)
Walk in closet (the handicapped)
Great view (the blind)
There was much licensee eye rolling in the class that year.
