The problem with this kind of policy idea is that it's a waste of breath. All politicians do it. But getting excited over a good idea that just won't happen... it's a waste of time and effort.
There are any number of reforms that could do a lot to make the system work better. But as the people who need reforming are the ones who would be harmed by them, the chances of it happening make flying pigs seem plausible.
