Are you referring to the heavens or the heaven of heavens?
2Co 12:2 I have known a man in Christ, fourteen years ago—whether in the body I have not known, whether out of the body I have not known, God has known—such a one being snatched up to the third heaven;
There is the heaven where God dwells. The heaven above the earth. And the heaven on the earth where men rule.
An occupant that rules in the heaven on the earth can certainly be cast out from his high place. However, an occupant that dwells in the heaven where God dwells cannot be cast out.
