Some people lie because they think the one being lied to can't handle the truth.
Then, when the one being lied to finds out the other was lying, they end up being hurt and lose faith in that person.
Agree, that is why there is not an easy answer to this, but assuming that lying is always wrong, is not something one ought to thrive towards in my opinion. It completely depends on the situation.

If it really means a lot to you to be honest for the sake of being honest, you could always shrug it off, avoid commenting, or simply say she always looks beautiful, but the hairstyle she had three months ago was your favorite.

Reminds me of my mom.
I hate it when she asks me about her hair, because I often didn't notice.
And when I do notice, I usually don't care.
But her asking makes me feel forced to form an opinion on something I don't care about.
I developed a coping mechanism for this in childhood.
I either said "funny hair" in a silly voice, or I said "lovely" in a monotonous voice with an emotionless face.
I just kept repeating such answers until she gave up.

Honesty without tact can be hurtful, yes. Being “brutally honest” may in fact provoke the opposite reaction than intended by expressing truth about something. I think it’s a matter of compassion and common decency. Not to mention accountability and humility, if we consider admission to one’s own faults. Let’s also consider that a lot of “truths” are merely opinions based on limited perspective. It all boils down to context.
