How To Do the Paris Agreement?

What measures do you support in order to meet your country's goals for the Paris Agreement?

For the US, the goal is to “reduce our emissions by 26-28% below 2005 levels by 2025.” https://www.whitehouse.gov/the-pres...t-us-reports-its-2025-emissions-target-unfccc

Interestingly, this goal has been called “ambitious,” and I recall reading somewhere recently that we probably won't meet this goal, but the graph in the Cover Note of the INDC shows that our “historic emissions” already put us ahead of (or below) the “projected emissions under 2020 target”--whatever that is. http://www4.unfccc.int/Submissions/...er Note INDC and Accompanying Information.pdf

In any case, I can't find any official concrete or specific proposals that are supposed to help us achieve our emissions goals.

I will be happy to note the measures that I support enacting immediately, but I want to hear from others first.

Government should encourage rather than force regulate either with cap & trade or a carbon tax which is offset by tax cuts such as is proposed in Washington State. I much prefer incentives to bureaucratic regulation.
