I do not have a bikini, but from my youth there are certainly pictures of me at our lake at those temperatures. There is not that much swimming done at those temperatures, but you would be surprised at how much fishing goes on.

Making Swiss cheese out of a sheet of ice on a lake and then loading it with people, vehicles, and equipment seems like an excellent idea!

It is all very well monitored. There is probably over a foot of ice on that lake at that time of year. Even though they have not needed it they do have dive teams equipped to deal with such emergencies.

I had to do a quick Google search. And I was pretty close. It takes a minimum of 15 inches of ice to have that contest. That is 38 cm of ice. I can see why you were worried a bit. At least in this year it was rather warm so the rate of ice formation was a bit slow. It only got down to 0 F once during the measurement time. Those are of course brisk temperatures, not even cold:
