Many cities have ordinances that require pet owners to clean up after their dogs in public spaces and private property, including front yards. Failing to do so can result in fines or other penalties. I would look into this immediately. The only thing a person like him responds to is force.

I did tell a city worker about it when I went up to pay my bill. Sounds like they'll be receiving a letter.
