Yes, this is what most civilized people would do. Indeed the official medical policy of the doctors in Israel is to heal whomever is the most injured, whether it is the terrorist or their victims. That's why I was surprised when Godobeyer said that Israelis medical personnel should ignore the wounded terrorists and just let them die in the street.

BTW, this was just discussed on Fareed Zakaria's program on CNN today, and Netanyahu stated that Israel has already taken care of over a thousand Syrian patients with their facility near the Israel/Syrian border. What's also interesting is that Israel cannot take any pictures to display what they're doing because these refugees would be in great danger from ISIS of they were to access those pictures.
