I think he may be half remembering a story about Muslim community patrols, who, iirc, wear high vis jackets and look sorta kinda like cops maybe if you half close one eye... but ALSO iirc, when they were complained about previously, they were given the OK and actually work with 5he police.

If it's the situation I'm thinking of, that is. Either way, I'd bet significant money there aren't random carloads of Muslims cruising around in illegally marked up fake police cars.

They are not impersonating police.
