I get that impression from your OP. But wasn't he suggesting that point of view as a contrast to the mainstream position?

I'm not sure, Jeff, but here's the relevant passage from what I was reading:

"...it looks as though there is an assumption somewhere that Buddhism is atheistic. However, though there is no Supreme Deity in Buddhism I don’t think Buddhists reject the experience of Christianity etc. What they critique is the attribution to the experience of God of such qualities as permanent and independent existence. In this special sense there is a place for God with a big G in Buddhism even though it would be highly problematic to use that language. " [emphasis in original]

IOW, if God is an "experience" then it's the perceiver who's sovereign, not God.

But the "perceiver" is not sovereign. The "perceiver" is not in control of anything. The brain is simply following the laws of physics and creating points of view of which no one is in control.
