Are there special circumstances? Are they doing it in private? Are they creating a distraction for others? Is it inappropriate behavior for the location or situation?

I am not sure I see a problem unless they are doing it during a funeral, in the middle of a sermon or some place where it would disturb others.

The kind of situation I am talking about is like were a girl or boy is walking down the street and the opposite gender does a wolf whistle.

Strangers I take it then. It is considered inappropriate in general these days, but it depends on the people involved. Some people enjoy the attention. Many women consider it degrading behavior, but many do not. It is certainly not something one should do at work and many companies have policies preventing it.

A couple of kids doing it, probably isn't going to be an issue.

If your church says not to do it, I would go with that. Since I am told there are penalties for independence that could put your membership at stake.

Is flirting OK? It's what people in the world do...but not something that genuine Christians would be doing.
Seems harmless...but what could it lead to? (James 1:13-15)

I also don't think it's necessary, but some people still do it. I don't think it was ever really considered acceptable in polite society, although it's been a part of the popular culture for generations. However, in the past few decades, more and more women have spoken out against it, so it seems less acceptable now than it might have been in the past.

I had a friend at work who I would sometimes drive home on occasion, and he slightly irked me with his habit of yelling things like "hey baby" every time we'd drive past an attractive young woman. I asked him why he did that, and he defended the practice by saying that "women loved it" and that they take it as a compliment. His view was that cat-calling and wolf whistling made women feel good.

From the women I've heard on the subject, their view is completely the opposite, so I'm not sure why there would be such a disconnect.

Personally, I never do it. I would be too embarrassed to do so, and besides, I can't whistle.

It is rude and obnoxious, it displays lack of respect and understanding of the opposite gender. I consider it ignorant
