Western governments are certainly condoning Saudi Arabia's dubious politics, but I don't see how you can blame the west for Islamic fundamentalism in Saudi Arabia.

I sure can.
For example the government here in Australia use them as a way of taking people's minds off so many issues they would rather not discuss. And a reason to make some of the most Draconian legislation on the planet - arrest without charge or trial for example.
Donald Rumsfeld said in around 2003 "What we need now is another attack" - because the neocon push for similar laws was stalling... This was when the whole WMD fraud had become evident.
