I don't see it as a choice of facing one problem or the other.
The fed could get involved by treating dangerous cops as
a constitutional issue, ie, that these violations are systemic.
The fed can take effective legal measures to ensure that
local authorities honor our rights, eg, require better managing,
vetting, & training of cops.

Politics is wild right now. Both parties have the same problem: their woke minority is big enough to cause them to hesitate. Biden is stuck between progressive Democrats who want no police at all and conservative Democrats who see no problem to begin with. I think it is clear that both of these perspectives are flawed and there is a compromise, but the leadership is afraid to take a definitive position. I hope Biden finds his voice soon.

Namely that different options are being weighed according to the article, which is the smart thing to do versus just the administration making some sort of knee-jerk decision. In this area, the extremes rarely are that best options.
