Not entirely. While the regions of the brain can be activated evenly and for most people do, there are regions of the brain that do control certain functions of the body.
While in the general since that seems true, it's being discovered the neural networks go from "left to right" and outside of the areas that "control" those functions, and when those areas of the brain are destroyed the brain compensates for this and "rewires" itself. And then there is also psilocybin, which opens up all sorts of new paths and networks in the brain.

If you saw her spinning counter-clockwise, you are like most people. It means you subconsciously access the logic (left) portion of your brain primarily, and see things that are fact based, organized and detail oriented.

If you saw her spinning clockwise, then you are accessing the imaginative (right) side of your brain, and tend to focus on creativity, the bigger picture and spatial perception.

If you can see her spinning both ways just by changing your focal point (move from her feet to her hips) then you are unique and in the top 10% of the world's population as far as mental prowess.

At first she spun clockwise and that was all I could see. Then she randomly started going the other way for a while and then back to clockwise. It was a little hard for me to force her to change directions. But after a while, something happened which is not one of the options. She would do a half turn in one direction and then a half turn back the other way. She kept doing that back and forth without doing a full rotation. The most entertaining was when I got one leg to move one direction while the other leg rotated in the opposite direction. What does that say about me?

Clockwise seems to be the default for me, but I can change the perspective to counter clockwise at will if I concentrate. The moment I stop concentrating, it goes back to clockwise.

Just remember that if you can't make it spin the other way instantly just by shifting your gaze from her feet to her hips, you're not actually a 10%er. Not that it really means anything if you are a 10%er.

I can't do it instantly.
And I use a different method.
So I'm still right brained.
Now, if you'll excuse me, I must go find a safe space without triggers & have a good cry.

Like you don't have enough privileges already? Don't culturally appropriate safe spaces. That would be racist. Or something.
