In Muslim countries it is legal for a family to perform a clitorectomy on their daughter, it is also morally right to them.

Such behavior is illegal and considered immoral in the US.

Both societies consider murder of innocent people immoral so it is a crime; however, some societies have different ideas of what they consider a person to be.

Society uses law to enforce its collective idea of morality.

There is no collective morality. There are individual moralities according to the communities to which you belong and those are tempered by an individualistic morality for the self.
