Should these values pertain equally to all humanity or just pertain to those with whom one shares citizenship?

Well I think that they should be for all. But that is not how it is generally viewed - look at the current situation with refugees trying to enter Europe.
There are lots of people who really don't think we are all the same. Don't see that we are all Humans. But for that example, there are consequences for such an influx of people.

A problem with the refugees is that not all of them subscribe to the principles of Liberty, Equality, and Fraternity.
Without putting them all in the same box, a great many come from cultures that don't put a high value on those things. And they bring their own conflicting values with them.
It's the problem of tolerating the intolerant. And even if 99% of the immigrants want to subscribe, the remaining 1% can cause a lot of damage.
