Well, whatever makes them happy the other times needs to be nurtured and encouraged and built upon.
Sometimes that's easier said than done. What you say here is a good idea, but there may be more complications.

Say if a person has been traumatized, or faced a serious loss. There's also chemical imbalances that can come into play, making it actually difficult to feel happiness.

Or if someone has a serious paralyzation with brain damage. I understand these are very difficult things. People like that are going to experience joy in a different way than someone who is “normal”.

People with serious brain damage can experience joy and peace.
Well, yes. I've met some people with severe intellectual disabilities who were genuinely quite happy most of the time.

Its more chemical imbalances that can set off what makes a person happy sometimes.
