I've always taken rule 2 to mean that I could not bring up something specific even in the site feedback forum. That might be an illustration of the value of the OP proposal.
Actually what we use site feedback for the most is so that people can address specific issues regarding moderation.

The best change would be to send an
explanation for moderation....something
more than simply posting the rules, &
saying which was violated.
That usually is insufficient to understand
what went wrong. Yeah, it takes some
time....but so does having to do it later
in site feedback.

That wouldn't be practical.
