In my opinion: they ignore their conscience and enter into slavery to the world/flesh/demons. As for justice being served, "God will bring every work into judgment, with everything that has been overlooked, whether it be good, or whether it be evil."

Whose morality and which laws? Can morality be legislated? To a large degree morality is relative. Animal sacrifice is not considered immoral, it’s even required, in some religions and cultures. To me and many other people it’s highly immoral, even repugnant. Some people still see homosexuality as immoral and sinful. Is it? Why? Oh, the Bible says so? Some people see a moral obligation to “protect” society with vaccinations, others see no moral or other obligation. So, whose morality?

Well, I think it’s the overarching culture that’s the root. People claim that the US, for example, is built on Christian/Biblical principles (it’s not, and no one can list those principles), so one has to follow what they think are Christian morality. I think it’s just a cultural meme.

The Bhagavad Gita says this. People who are attached to earthly desires will return repeatedly. They will be reborn into what they are thinking of or attached to at the time of death. The Gita says if one is thinking of God at that moment they will reach God immediately. Now, the Gita doesn’t represent all of Hinduism but I think those principles are pretty common overall.

so this sounds like there is some freewill in choosing births as well right?
i thought the next births only would be calculated by deeds and desires of the previous birth only.
if there is a choice then it would be interesting...
like country or race or gender...

Perhaps moral laws do not actually prevent people from causing hurt and suffering?

We have civic laws. Even if I don't fully agree with them always they provide the basics for good and bad behavior.
As long as people follow the agreed civic laws, I don't have much grievance against others.

The "force" I suppose is democracy.

Morality, I see as personal and unique. Genetics and cultural provide some commonality but it is not guaranteed.
I don't care about your personal morals as long as your actions don't fall outside of civic laws. Well for the most part.

While I may find some of your morals deplorable, as long as they remain inside of civic guidelines I'm not going to think you ought to face punishment for them.

Do I choose my morals? Mostly not. While I may rationalize some behavior mostly they come from a subconscious source I see as being influence by genetics and culture. Most things I inherently feel is good or bad. Because of genetics and culture I find a lot of commonality among peers, but that is not a guarantee that all our moral views will be compatible.

Immoral acts, immoral to me I don't do as I myself feel they are wrong. However, you may judge some of my actions as immoral. They are immoral to you per your feelings. They are not immoral to me.

I think they believe that there are no moral or ethical imperatives but whatever we make up and apply to ourselves. So they just do as they please so long as they can. Fortunately, these people are in the minority among us. Unfortunately, they can do a lot of damage in a relatively free society, and that damage inspires others to then respond in kind.
