As every group of people ,nation,religion political party etc. develop their own philosophy and there is no universally agreed philosophy, so neither can there be a universal set of moral values to match. though many individual items may match.
One can equally argue that a philosophy depend on morality, but that would be rather like putting the cart before the horse. A peoples philosophy contains far more than their morality, how ever important that is.
