First, I assume you meant electronic, not 'electric'. I have been listening to and composing electronica ( I guess it must be filed under 'experimental') since the 1970s.
A lot of 'Techno' is repetitious, predictable, cliched, bubble-gum version of electronica IMO. You can purchase software now which will make it easy for you to produce it by the terrabyte even with no musical background.
I heard a jazz musician say " Nowadays, any idiot can produce what sounds like broadcast quality music - thing is, I don't think music is a task for just any idiot"
