Considering Bush maintained 8 years of being President, and Obama is about to basically finish off his 8 years, then apparently being competent has little to no importance in holding such an office. Yeah most offices are full of 'em.

I meant my post as a joke, but upon reflection, I'd say "whining" really is over-used on RF, since it refers to high pitch.
