On a serious note: quotes like these follow from the painful experience of chaos that has existed without large national governments. What happens if the government becomes weak is very bad. Small minded people build themselves castles, enslave and torture their neighbors and run protection rackets. England in 12th century was covered with crazy nobles building dungeons and torture chambers, until a strong king rose up and restored order. Never has a country been so grateful for a king.

Certainly it's an evolution. Those positive benefits you metion can be undone if all that power and authority is put in the hands of an individual with the wrong tempement or plain lack of ability to manage effectively.

Yes, which is what led to the choas of the 12th century in England. The king didn't do his job, and the nobles went crazy with fear. They felt unsafe.
