As I understand it, most every action or policy we take when battling a pandemic is an imperfect, statistically-based action.

- masks are not 100% effective
- social distancing is not 100% effective
- hand sanitizers are not 100% effective
- shields are not 100% effective

But taken together they can reduce the spread of the virus to manageable levels. Not total eradication, but manageable.

Does that sound correct?

why are we not wearing goggles with the mask?

Birx recommends face shields in addition to masks

“The thing about the face shields — we think that could protect the individuals and that it would decrease the ability for them to touch their eyes and spread the virus as well as those droplets coming towards them. So there are two different technologies for two different reasons.”

Anthony Fauci, the nation’s top infectious disease doctor and member of the White House coronavirus task force, recommended the use of eye shields or goggles Wednesday.

"If you have goggles or an eye shield, you should use it. It's not universally recommended, but if you really want to be complete, you should probably use it if you can."

The mucosal surfaces of the eyes, mouth and nose are all entry points for COVID-19 infection. Since masks only cover the mouth and nose, shields or goggles would offer added protection to the eyes, Fauci noted.

"You have mucosa in the nose, mucosa in the mouth, but you also have mucosa in the eye," he added. "Theoretically, you should protect all the mucosal surfaces."

The Centers for Disease Control and Prevention (CDC) currently only recommends the use of cloth face coverings for the general public, but notes that “some people may choose to use a face shield when sustained close contact with other people is expected.”

Maybe if we saw it as protecting ourselves and others. Wonder why one or the other?

Because simple masks stop the exhaling of air. That is the dangerous part and why surgeons wear masks. Not so much to protect themselves for contamination from the patient, but the other way run. To protect yourself requires a lot more than just a simple mask and googles.

The mask is to protect from the tiny micro-droplets of moisture (each one of which can be carrying virus on/in it). If you’ve ever breathed in a really cold room or out on a cold winter day.....that fog cloud you breath out is the thing you’re trying to restrict with the mask. Without a mask, you’re equipped with a long-range breath weapon, but with it your fog just swirls around your own head.

The shields/goggles are simply protection from the large goobery droplets sprayed out with a cough or sneeze.

With these, there is the risk of big droplets travelling feet or yards to land in your eyes. Healthcare workers use them because of their chronic exposure to coughing and sneezing people, as well as during nasal swabs which can make the patient sneeze or worse too.
But the frequency of this happening to members of the public is tiny compared to simply breathing fog micro-droplets into other people’s lungs. The mask helps others, and with a tight fit and good layered quality (i.e. the fog has to pass through the cloth of the mask, rather than around it), you not only protect others but yourself as well.

The purpose of the mask is besides the point. I'd wear the mask to protect myself from others, as well as if I were to get sick to protect others as well. Morally, I see it's both. The function of the mask is besides the point.

The main purpose of the mask is not to protect yourself, it is to protect others. You can contract the virus through eye contact, but you cannot spread the virus through the eyes in the same way you can by coughing, sneezing, or breathing or even talking to others without a mask.
