Basically, dogs are human, cats just arent.

I've often wondered whether both cats and dogs fit into a kind of 'behavioural evolutionary niche' that we've developed for coping with little children - dogs being (mostly) 'good toddlers' and cats 'good and naughty toddlers' - just when they're driving you crazy, one look into those big forward-looking eyes and you're hooked again.
