No. As I said there are other contexts which it can be seen as offensive. A power dynamic as per authority. Bosses, teachers and parents for example all of which have a level of authority over someone. The gesture can be used in a menacing way when a reprimand is involved. Although that is usually tipped off due to a facial expressing along with the gesture.
I think in China the gesture is considered offense as it about a power dynamic. At least before Americanization due to media.
