The Qu'ran is a very avid supporter of 'the strong protecting the weak' It practically destroys all form of Social Darwinism.

During times of the Islamic Caliphates, muslims and non-Muslims were able to live peacefully and practice their religion without trouble (Unlike Dark Ages Europe) except they had to pay a small fine (Jizyah) But other than that they were relatively happy and content with the system. They had money, power, religious freedom, and could advance in the world.

Why would it be called a fine?

It is a tax because Muslims pay Zakat for social support of people and since these people are not Muslims they must contribute through this tax.
