That's different, low cost, low risk. Could be a good plan. Penalties ought to be proportional to the severity of crimes committed, and bring back the YMCA.

Meaning? Keeping it legal with STI/STD screenings, organized methods of how it is sold to prevent trafficking. But other than that, I see not why people should be prevented from making their own choices. If you do not like prostitution, do not become or partake in the services of one. That gives you no right to tell someone else they cannot.

Sometimes it does, which is why when a bunch of people (society) concluded they didn't like those who chose to rob others, they decided to tell them that they would go to jail if they did.

bans on inter-racial relationships?
women owning property?

Perhaps you should mention the conditional modifiers?

Not saying society is always ethically or reasonably correct, just that it's how laws and such usually come into being in a democracy. Might often becomes a right.

That brings a new set of problems, should the govertnment have the right to make prostitutes take STD tests?

It has e rights to make it mandatory f those who choose to follow the profession.

But what it seems like is that's mainly to protect the Johns from the women not the women from the Johns, considering that people should have safe sex to begin with. What about people who have lots of casual sex, they can be a bigger threat when it comes to the spreading of STDs than prostitutes who unless forced by the John not to wear protection, most likely would want the trick to wear protection.
In porn they have STD tests because most of the time they don't use condoms which is why it's a diseased ridden industry.

Turning tricks is the act of prostitution and a trick is someone who buys sex from a prostitute.
when you regulate something you have to make sure that you are not violating someone's personal freedoms as well. Why should prostitutes be forced to take STD tests to protect tricks? Who is going to pay for these tests? If you are going to a prostitute you should know to protect yourself from STDs same way you're meant to with sex for free.
