Quebec says French citizen not proficient in French

They just expect an English-speaking baker to have a Boulangérie-Pâtisserie sign before their shop.
Yeah, that is a bit much. I do not think that the reverse is true in Canada. There is no ban on French signs in English speaking parts of the country.

Despite passing a French test to prove her language ability earlier this year, she received a rejection letter stating that she had not completed her education entirely in French - including her thesis.

How French does one have to be in order to be French enough for Quebec? ("She's not French enough for us.") This is just too strange.

Just out of curiosity, does this disqualify her from immigrating to Canada entirely, or is it just Quebec? Does Quebec have separate immigration laws? Would this affect English-speaking Canadian citizens? Are they not allowed to immigrate to Quebec?

I hope this gets fixed and she still wants to come here.

As for Justin Trudeau, he is a true bilingual, in that he spoke both languages from early childhood. His father of course was a native French speaker, which would be obvious to anyone who ever heard him speak English.:p

Will be going to La Belle Province next year. Fortunately I will have a bilingual guide. He will do all the talking, and I'll pretend I am unable to speak. Just hope that son of a gun remembers I'm a vegetarian when we eat out.

Because years ago Trudeau had difficulties speaking French correctly...maybe his wife ( who is une vraie Québecoise) helped him improve.

Not French, but my wife recently had to take a Chinese language test in China for a program she was involved with. She is now an American citizen and that is why she had to take the test. Did not matter that she was born and raised in Beijing and spent most of her life there, she was an American.

She took the test and passed, but with a scored lower that most of the rest of the actual English speakers that learned Chinese in America. The reason was the descriptions they wanted written about pictures they were shown, that they had to describe in Chinese. She got all the descriptions correct, but being a native speaker she shortcut a lot of the descriptions with words she knew that the others did not, she did not embellish enough in Chinese.

My French is not that good.

I have no idea where you are getting this stuff about Justin Trudeau from. He grew up speaking French. But of course he spoke Québecois, not Parisian. Maybe that is what you are thinking of.

Btw we were wondering @Subduction Zone and I whether the rule of compulsory signage en français in Québec is considered inappropriate by English-speaking Canadians
