I've volunteered my services in that department, offering to become the world dictator, but thus far, no one has taken me up on it.

Seriously, though, I don't think any one individual deserves to rule. I'm not even much of a fan of giving the President or the Executive Branch that much discretionary authority, even if the President is an elected office.
