If you have a basket of eggs, and 98 of them are painted red and 2 of them are painted blue, can the basket be said to be blue?

Not logically.
Does the basket have any characteristics? Does the bushel? Does the universe?

These are three distinct things. The basket is a container for holdings things. The bushel is a precise measurement, 4 pecks or 35.24 US litres. This is the thing: is the universe a container, or an imprecise measurement?

So consciousness seems to escape the laws of physics then?

Which seems to make all theories, including the Null Hypothesis obsolete.

Not really, because Science does accept one assumption as the basis for all other conclusions; namely that observed reality is, in fact, real.

Solipisism is not the basis of assumption, rather the basis of ignorance and the knowledge that nothing is true except for the self.
