No, what Putin does is not fine at all. It's very bad
And I think we don't know half of the bad stuff he has done
Agreed. But why, then, do you say he has been "painted" as the bad guy, as if the mainstream media have invented a false narrative about him?

The OP by @stvdv as well as the George Soros video by @Estro Felino both guide us to consider what the senator in the OP was suggesting is the very outdated and completely unreasonable thought that a rape victim is guilty of her own rape, especially if she looks attractive and dresses attractively.
George Soros was discussing how the Ukraine was developing into a democracy and the United States as well as Europe should unify and help the Ukraine advance into a democratic state, rather than backslide into the totalitarianism that Russia has become under Putin. Using the rape analogy this the West providing the attractive young democracy with sexy clothing.

Using the rape analogy this financial aid would be us in the West providing the attractive young democracy of the Ukraine with some sexy clothing. When Putin attacked/raped the Ukraine, are we to then say that the attack was our fault?

No! Of course not.
Only the most egregious fool would have the outdated and contemptible philosophy that the victim is actually the instigator. An extremely provocative and sexy young woman should be able to strut alluringly through a large barracks of lonely young men on a Friday night, and she should expect by all rights to come out on the other side having not been assaulted. If any man assaults her, it is completely and utterly the fault of the men in their miserable lack of self control, rather than anything to do with the woman.

As far as military rape is concerned I would suggest the old-fashioned ways of stringing up the rapist along the army’s marching route for all to see, with large signs that say “Rapist” on them, as the crows consume them. That way at least the other young men might learn a lesson.

PS - So what’s next? Should all women wear burqas, so that they don’t risk provoking the men from their holy thoughts? (Naïve and contemptible children)

Love is natural and human and dignified
Humans have many natural tendencies.
Some good. Some bad.
Rape is done by humans lacking Love
Nah.
It's people who lack self control &/or respect for others.
I agree, we should prevent it

My idea:
First create a rape free army
Next allow women to join the army
(You don't put sheep with hungry tigres)
Women are already allowed to join.
And as we see with female cops, the gals
are also prone to committing violent crimes
against innocents.

Soldiers need....
Vetting
Training
Supervision
Consequences

Well, according to Senator, the US made the decision for war, and Russia followed through
Someone who instigates murder/war is not innocent either
But that part mainstream media leaves out
Probably mainstream media in Russia does not leave it out though

I rather would have mainstream media give all the facts, not as biased as is done nowadays

The way of the simpleton....
In complex relationships, assign sole & total blame to one party.
