This is clearly a USian test: I had to look up paleoconservative, not a term one hears in Britain. I don't think you can make a universal test: too many things depend on local conditions. I was amused to see some people were said to be tender-minded ultra-progressives "like a university professor"! — they should have met the man who interviewed and accepted me for my college, Maurice Cowling.Progressivism 40
