Why Has Q2 never appeared in more then two episodes?

My guess would be that hes been busy at the Audi factory.

I think Q2 appeared in only two Star Trek episodes because his character was used to explore specific themes, and more focus on him could have overshadowed the main storylines. Limiting his role kept the show balanced.
