I love this song. 
I once read somewhere that the song was originally supposed to depict a political dystopia in which a state actually forces its citizens to wear sunglasses at night, but Hart supposedly had to rewrite it for marketing reasons and turn it into a love song. The policewoman in the video is possibly a reference to the dystopia originally planned.
