Pensacola was the first European settlement in America and is called the City of Five Flags (it was first Spanish, then French, British, Confederacy, and now the normal US flag). So the Confederate Flag is not a problem there.

I think the problem though is always anyone who claims their reasoning as "heritage".
Why is that a problem?

Ah, rephrasing time: That people find that racist element to the flag when it is flown under the name of 'heritage'. Your German friend was not claiming heritage as much as history; like wise for Pensacola flying five flags.

I mean, and when you look at the definition, it looks even worse.

Cultural heritage ("national heritage" or just "heritage") is the legacy of physical artifacts and intangible attributes of a group or society that are inherited from past generations, maintained in the present and bestowed for the benefit of future generations.

Well of course, but a lot of people tend to use the dictionary to form a consistent meaning. So anyone who is aware of what a typical dictionary definition is is going to find the guy claiming to be 'heritage' without elaboration as someone who immortalizes the past of the South, which is probably known more for slavery than any other single word.
