It's because the On-reading of the Japanese numeral 9 is "ku (九", which is cognate to "suffering" (苦, ku), same as the On-reading of the Japanese numeral 4 is "shi (四", cognate to "death" (死, shi). Same sounds, just different kanji.In Japan 9 is seen as a number of pain and suffering(though I think that's more of a culture thing then I religious thing).
