Sounds like the guy is a menace on the roads. He should have his license taken away.

Yup. I get stuff happens, but when it happens again and again and its always your fault, if he should ever kill someone those in charge of the DMV, or whoever decides such things, needs to be held as an accomplice and for criminal negligence and public endangerment because they could have prevented it by doing the right, proper, and socially responsible thing and revoke the guys license.
