The last thing just sounded strange to me because I don’t recall hearing it put that way where I’m from. It was always ‘Stay indoors’ or something similar.

Well, it is strange, but at least it is not incorrect.....
But to be more concise an advisory, in this case is "an official announcement, typically a warning about bad weather conditions."
