Ibn Arabi came with this notion that Musa (a) was concerned with laws more then the interior of them. Isa (a) was concerned with their interior and had less concern with their outward. Mohammad (s) was concerned with both.
Thus he holds some believing saints are more like Musa (a) and under his garb. Others like Isa (a). Still others are like Mohammad (s).
To me this is a false notion. Musa (a) was concerned for interior and outward as much as Isa (a).
The only reason why Isa (a) annulled some of the practices, is because the practices only make sense in presence of a chosen leader. They are directly related to the Aaronic exalted leadership which is was priesthood meant, and that is only for God's chosen.
As there was going to be a period between Isa (a) and Mohammad (s) with no leader in the outward, Isa (a) annulled this while emphasizing he was the light as long he was in the world. When he left the world the wisdom of why Elyas (a) (Elijah) was emphasized to have come back, was because he was the hidden guide.
While Simon (a) was the outward leader, he was not appointed by God but just one of the disciples and their head. He didn't make people rely on him for spiritual guidance but was the head of disciples who spread the gospels and teachings of Jesus (a).
This is because general social/political leadership is always needed. So Simon (a) was like WF in Iran.
But Simon (a) was not like Moses (a), Aaron (a) David (a) etc, to keep the rituals which were made for them, alive.
I believe the same is the case with some rituals, they really lost their purpose in this time, particularly, I don't believe Hajj has it's function without an Imam and it will never serve as a means of humanity rising and coming to God without the leader. The Quran has introduced it with Ibrahim (a) and Ismael (a) as leaders and said about it to Ibrahim (a) to purify it and people will come to Him. In fact it's about his station which is the station of leadership. I don't believe the grounds are purified today nor has it kept it's purpose in uniting the people on justice.
This is my personal view. I also believe other rituals like house-arresting and trying to reform fornicators has lost it's value without Imam (a) as many are hypocrites and corruption in government is often wide spread and all this double standards makes it look ugly to focus on sexual acts. This is why Isa (a) emphasized on this in the start.
I do believe in government and a leader like Simon (a) over believers in the mean time, but some rituals, they only have grand meaning with the leader appointed by God.
