While this is a news issue, I think this should be a general UN policy. There are several disturbed areas in the world which have had continuous conflicts and no effective state control for decades. This is not surprising. Nation states as a concept is only 400 years old, and it's difficult to expect that every region of the world would transition smoothly from a pre-nation state to nation state type system. Just carving past colonial nations into states and giving a flag is hardly enough. UN should have a governance wing which temporarily takes over these geopolitically sensitive regions not only to maintain peace but also to develop the infrastructure needed to get them be a nation state. The governance responsibility can be rotated among the security council members every 3 years so that no country is shown favoritism. The mandate can last maybe 15 years after which a review and handover process can occur.As @sayak83

At the end of the day I think even Russia, US and China can agree that nobody wants regions ruled by drug cartels and extremist militias and sea pirates.
