That's the difference between US and Europe.
In US they call it Government and is a weird political machine that steals liberties and demands taxes. Very wicked entity.

In Europe we call it the State, and is the spiritual entity that administers the common good, aka general welfare. So mine too. All citizens make up the State. The State is both privates and the public entities. L'état, c'est moi.

The State, as I understand it, came out of man's political capacity and ability to speak. A state cannot exist as a single individual; man must have a mate and be able to propagate the species. The first "state" might have just been a family, with the parent as the head of state. That expanded to clans and eventually tribes, which would eventually turn into national identities.
