Is there a place I can find out exactly what becoming a Welcoming Congregation entails and what the workshop teaches?

There's a wonderful French film that explores this topic: "Ma Vie en Rose (My Life in Pink)". It's about a little child deeply wanting to switch genders, and the problems (s)he and his/her family face as a result. I highly recommend it.
