As you could see if you actually read the link you posted, without the Social Security reserve fund, which James Dixon proposes to eliminate, there would not be enough money to pay all the Social Security benefits that are due from just the present years tax revenue. But is instead partially dependent on interest revenue generated by the Social Security trust fund to make all payments.

If that was what you were posting about I suggest you learn how to use the "Quote" or "Reply" functions vice posting directly below the post quoted below. Since your post infers that their is no "surplus"
No, there is more cash coming into the SS Trust fund than what it pays out in SS benefits. It is the "surplus" that I am taking about.

According to the report you posted Social Security Reserves are projected to approach $2.9 trillion by 2020. What is not stated is how much of that money is “borrowed” from this account to pay government operations. My point was and still is, the federal government stays above the water by using SS funds. I am not saying this is good or bad, it just is what it is. The bottom line is simple enough, A large chunk of the federal deficit is attributed to the IOU's to the SS trust fund. Forgive this debt and walla, a balanced budget
