this will never work being that willfully ignorant people also pay their taxes

Fun story: one of my friends is from Trinidad. When he was returning from a visit, he bought a bucket of KFC chicken in Trinidad to eat on the plane.
Half of it was left when he landed in the US for his connection to Canada, and the customs officers made him throw it away - he wasn't allowed to import his KFC into the US.

I feel I learned from reading and contemplating Ecclesiastes.
