One's dependence upon something gives that something the opportunity to control one.
An example....
The Clinton administration argued in the USSC that people living
in public housing give up the right against warrantless searches.
Fortunately, they lost. Nonetheless, to claim that providing a home
means being able to reduce rights....that strikes me as too authoritarian.
