The question is pretty broad, it can be based on the quality of the place to live in, the history, the culture, the people, the government, the religion etc., perhaps an overall analysis of all these factors in determining which is the best.
If you're one of those types that's like "no countries are good they're all bad" well then you'll have to choose the best out of a bad bunch!
I expect some people to choose their home-countries, and expect some outward-lookin' people to say other countries too, sure.
I'm gonna go ahead and say the United Kingdom of Great Britain and Northern Ireland is the best country. I am extremely biased as I live here, I will happily admit.
The real home of liberty, the best form of government (go home America, the founding fathers loved the British style and tried to copy it ), all that wonderful history, the glorious Empire (which did have its positives no matter how left-wing you pretend to be), and of course the monarchy. God save the Queen!
We also have the one and only NHS, our free healthcare service, which some say is overrated, and some say is bloated, and perhaps it is, but it is a little jewel of ours I believe.
Perhaps some people will mention Scandinavian countries as happier places to live, but who wants to live among Vikings and Norsemen? Come now, travel to our civilised isle and have a spot of tea, perhaps a game of ruggers with the lads and a watch of Prime Minister's Questions in the House of Commons, which is a spectator sport all in itself I daresay, one of the greatest political traditions in the world!
Seriously now, imagine the USA had a 'leader of the opposition' that would rail against him once every week, and he'd have to be accountable and answer all of his questions, week in, week out? Not to mention the incredible banter which encourages many people to actually watch the House's proceedings, rather than some boring stuffy old European parliament or Congress.
Sure, we may no longer be a world superpower, and recent governments have continued to gut our armed forces and impose more and more lefty views upon us, restricting our common freedoms, though in terms of places to live this has to be one of the best. Unlike our neighbours to the west, we have a healthcare service and proper social services. Though unlike our neighbours in Europe, we aren't completely bought over quite yet by the expansionist left-wing worldview.
