When Jesus said that he would be with his disciples, he meant with them in spirit. There are several times, in the Bible that Jesus is spoken of as being on the right hand of God, Ephesians 1:20, Hebrews 1:3, 12:2.
Just before the unbelieving Jews stoned Stephen to death, he had, what is called, a Beatific Vision, which is a vision of heaven, seeing the throne of God, with Jesus at God's right hand, Acts 7:55,56.

You are not making any sense. How is God with a person?? Through His Holy Spirit!!! The same with Jesus, he is with his people in spirit. You don't really think that he could
actually be with, every person who loves him, do you??
Being with a person,maps God is, means that when you pray to Him, He will help you through the spirit, to make the best choice possible, at that time. Even though Jesus does not hear silent prayer, God would communicate to Jesus, His will.
Consider Hebrews 13:17, which tells Christians to be obedient to the ones taking the lead over you. This means the elders in the congregation.
Of course, this is relative, because we must obey God rather that men, Psalms 146:3,4, Acts 5:29. If their help does not disagree with the Bible, we listen to the elders in the congregation.
In the first century, there was a governing body, presided over by Jesus half brother, James. Any important disagreements could be taken to them for clarification, just as they did about the circumcision disagreement, Acts 15:1-29. Also there was an argument about the Gentiles being baptized by Peter, Acts 11:1-18.
